Jefferson County covers approximately 1,100 square miles and has a population of 253,700. Jefferson County Correctional Facility was constructed in 1992 and has a current bed availability of 1,004, with an additional 52 maximum security beds that will be available in 2026. The facility has male bed availability for 108 maximum security offenders, 312 medium security offenders and 408 minimum security offenders and 24 medical medium security offenders. The facility has female bed availability for 96 medium security offenders and 48 minimum security offenders. The facility has unisex bed availability for 8 medical isolation offenders. The average daily population for 2024 was 854 inmates and for 2025, the year-to-date average daily population is 852. The average number of inmates with misdemeanors is 120 male offenders and 30 female offenders. The average number of inmates with felonies is 575 male offenders and 130 female offenders Jefferson County is seeking a qualified consulting firm or team to provide professional jail assessment services for the development of a plan for inmate housing and jail operations for changes in the demographics of criminal charges in Jefferson County. The development assessment must ensure compliance with the Texas Commission on Jail Standards. Ensuring safe and efficient jail operation are key objectives of Jefferson County. The assessment will address short, medium and long-range facility needs. All solutions will require phasing alternatives with clearly defined triggers and be comprehensive, efficient, flexible and supported by a plan demonstrating costefficiency. Jefferson County intends to complete a high-quality, cost-effective needs assessment in 6 to 12 months after the award of this request for statements of qualifications. The scope of services will include, but not be limited to the following: • Meet with County leadership to meet County objectives. • Inventory of existing conditions including a review of current jail operations. • Identify areas for improvement. • Population projections to determine facility needs. • Identify options to meet projected facility requirements and alternative configurations. • A jail layout plan shall be prepared according to Texas Jail Commission on Jail Standards. • Opinion of probable construction cost. • Comprehensive final analyses and recommendation report.
