H-GAC seeks to engage a qualified brokerage to design, market, implement, and manage a cost-effective, comprehensive insurance program to protect the agency, its officers, and employees. H-GAC employs 502 full-time employees. H-GAC will consider coverage and cost proposals for a program similar to its current program and may also consider alternative limits, deductibles, and self-insured retentions (SIRs). Coverages are for H-GAC officers and employees. Lines to be solicited include, without limitation: Property, Crime, Fidelity Bonds, and other miscellaneous property and liability coverages. The H-GAC’s insurance anniversary is October 1. 4.2. Services Required The selected Respondent will coordinate with the Facilities Manager and provide services that include, but are not limited to: Design, market, propose, and implement a comprehensive, cost-effective insurance program that adequately protects the Agency. Evaluate all proposals, make recommendations, and assign qualified staff to perform required professional services. Represent the Agency in all negotiations with insurers, underwriters, intermediaries, insurance regulators, and other parties, excluding legal representation. Ensure coverage is placed with reputable insurers authorized to do business in Texas and with sufficient financial capacity to pay claims. Analyze alternative renewal dates for the property program. Prepare an annual marketing strategy report identifying anticipated market conditions and recommended strategies for major loss exposures prior to renewal. Assist in developing underwriting data and specifications for renewal negotiations. Provide historical data and trend analysis related to property insurance values, premiums, coverage, and claims. Collaborate with the Facilities Manager to solicit the marketplace for required coverage lines. Evaluate the commitment and financial stability of underwriters. Service existing policies by reviewing coverage issues, issuing binders and certificates of insurance, and requesting endorsements from carriers in a timely manner. Hold quarterly meetings with the Facilities Manager to review loss control, exposure changes, and administrative matters related to the program. Analyze the Agency’s loss exposures and coverage adequacy and develop options for coverages not currently purchased. Provide day-to-day support on insurance matters. Assist in developing insurance requirements for Agency contracts (design, construction, and services) and review policies, contracts, leases, and bonds upon request. Prepare an annual report summarizing policies in force, coverage provisions, premiums, prior-year claims experience, and recommended adjustments for the next policy year. Include a summary of broker services provided and recommended services for the subsequent year. Provide services normally and customarily required of a municipal insurance broker. Monitor insurance market trends and report anticipated impacts on pricing and coverage availability in advance. Provide routine advisory support on safety and loss control matters related to the insurance program. With the Agency’s involvement, develop loss control programs and strategies, including training, seminars, research and analysis of loss trends, and related communications. Participate in claims review meetings to confirm reserve adequacy and support effective claims management. Coordinate claim information with designated adjusters. Assist with emergency procedures and disaster planning.
