Specifications include, but are not limited to: Bell County has a statutory and constitutional duty and responsibility to provide inmates/juveniles access to adequate medical care while the inmates/juveniles are incarcerated. Along with its obligation to provide access to medical care to inmates/juveniles is an obligation by Bell County to maintain cost effective services and to encourage the proper use of medical care services made available by it. Bell County seeks to provide a quality health care program that meets applicable county, state, and federal standards, including, without limitation (Texas Commission on Jail Standards of Health Services, Texas Administrative Code (Title 37- Part 9 - Chapter 273 and Title 37 - Chapter 343).
