Specifications include, but are not limited to:Introduction The Texas Comptroller of Public Accounts (CPA), an agency of the State of Texas, issues this Request For Offers (RFO) to solicit pricing from qualified vendors for Independent Verification and Validation Services as described in this Section and in this RFO (Services) in order to provide oversight support of CPA’s Enterprise Resource Planning (ERP) Program, which includes the Centralized Accounting and Payroll/Personnel System (CAPPS). CPA’s objective is to obtain the Services that represent the best value for CPA and the State of Texas according to the terms and conditions of this RFO. Offers which do not meet the following mandatory qualification and additional requirement will be rejected as nonresponsive and disqualified: (1) By the Deadline for Offers established for this RFO, Respondent must have, as the primary provider, furnished Independent Verification and Validation Services for at least one (1) public sector entity (i.e., federal, state, local governmental unit) related to the implementation of an Oracle PeopleSoft ERP solution (e.g., PeopleSoft Enterprise Financials, PeopleSoft Enterprise Human Resources, and PeopleSoft Enterprise Payroll). (2) A contract resulting from this RFO will be between CPA and one Successful Respondent who will be responsible and accountable for providing all the services requested under this RFO. Therefore, an Offer that proposes a joint venture of two or more Respondents, a joint response from more than one Respondent, or other similar group arrangement will be disqualified. A Respondent may team with multiple firms to provide the requested services under a prime vendor-subcontractor arrangement. Restrictions on participation in associated service contracts: (1) Successful Respondent and any selected personnel for any contract resulting from this RFO are not eligible to participate in (1) CPA’s CAPPS Application and Infrastructure Support Managed Services Contract, (2) CPA’s Taleo/Fusion Services Contracts, (3) CPA’s Functional Staffing Augmentation Services for ERP Contracts, or (4) any CPA award for ERP/CAPPS related temporary time and material contractors procured by CPA utilizing the Department of Information Resource’s (DIR) IT Staffing Services Contracts (ITSAC); likewise, CPA’s Service Providers and selected personnel for the identified CPA ERP/CAPPS Contracts are not eligible to participate in any contract resulting from this RFO.
