Specifications include, but are not limited to: IT Strategy Review: • Review and analyze existing IT and GIS initiatives, previous strategic plan, and existing infrastructure and systems.; • Conduct interviews with City administration, department heads and staff from all City departments, and other designated key leaders to develop high level recommendations for an IT Strategic Plan. The results of these interviews should be made available in report format for the City.; • Provide recommendations for short-term transitions as well as long-term strategic direction. ; Technical Infrastructure: • Analyze and prepare a gap analysis on the ability of the existing City hardware, network infrastructure, and support to meet the needs of current and future City initiatives.; • Provide recommendation for prioritization of appropriate improvements; Application Portfolio: • Review and analyze existing enterprise and major level applications.; • Perform a gap analysis on the ability of the portfolio to meet current and future business objectives.; • Review and analyze existing points of integration between systems and provide recommended future state of integrated systems. ; Staffing and Organizational Structure: • Perform a gap analysis of the entire IT and GIS organization including type of staff, staffing levels, and organizational structure versus future needs.; • Provide recommendations for IT and GIS organization, staffing levels, and placement of staff to meet future needs of the City.; • Evaluate current staff skill levels and perform a gap analysis comparing current staff skill levels required to meet proposed changes.; Risk Assessment: • Perform risk assessment and gap analysis on the effectiveness of current City IT infrastructure, cybersecurity, and resourcing to identify and mitigate potential vulnerabilities.; • Provide a detailed review of potential cybersecurity threats the city is likely to face for the next five (5) years, and the best physical and software infrastructure and practices to defend against these threats. Proposed technologies must align with the City’s current technology acquisitions.; • Recommend risk management strategies to address future threats to the City’s technology infrastructure.
