Specifications include, but are not limited to: • Service Provider will provide and operate a railroad locomotive to perform rail switching at the rail ramp on an as-need basis. • Service Provider at its sole cost will supply all necessary personnel, supervision, and equipment to perform railcar and rail engine switching efficiently and safely as required by PHA. • Service Provider at its sole cost will provide switch engine(s) on-site at the facility and qualified personnel meeting then-current Federal Railroad Administration requirements to operate the locomotives for switching purposes. • Service Provider is responsible at its sole cost for complying with all applicable rules of regulations the Federal Railroad Administration and all local, Texas and federal laws, rules and regulations applicable to the operation of a locomotive. Service Provider is responsible at its sole cost for ensuring its employees, agents, subcontractors comply with all applicable rules of regulations the Federal Railroad Administration and all local, Texas and federal laws, rules, requirements and regulations applicable to the operation of a locomotive. • Service Provider shall perform rail switching on an as-needed basis at the times and on the dates communicated by PHA. PHA may require rail switching services on any day of the week. Service Provider shall provide rail switching services upon a minimum of 12 hours’ advance notice provided by PHA. PHA will not require rail switching services on Labor Day or Christmas Day.
