The U.S. Army Corps of Engineers – Galveston District has been tasked to solicit for and award Houston Ship Channel – Sims to Turning Basin Dredging in Harris County, Texas for the Houston Resident Office. Proposed project will be a competitive, firm-fixed price, Stand-Alone contract procured in accordance with FAR 14, Sealed Bidding process. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this notice.
The purpose of this announcement is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition of responsible firms. Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate.
The Government is seeking qualified, experienced sources capable of performing dredging of the main stem Houston Ship Channel generally between Sims Bayou all the way to, and including, the upper Turning Basin with options for Port of Houston docks with all material being placed in Rosa Allen, an upland confined Placement Area. Contractor should provide examples of being a prime contractor dredging deep draft navigation channels and provide production rates.
