A housing feasibility study shall be performed to provide direction on how TSU needs to expand student housing facilities. The following information shall be included in the final report: 1. Demographics of the current student population. 2. The demand (number and type) for future housing needs. 3. The desired amenities included in any new facility. 4. The location and scale of any new facility. 5. The housing operating cost analysis of any new facility, including the projection of required rental rates and annual debt service coverage. 6. The housing capital cost analysis for any new facility, including the projection of construction costs, site costs, and schedule implications. The selected firm shall be capable of producing a housing feasibility report with the information above as well as any other relevant data. TSU is looking for a firm that has a proven track record of providing statistically significant data and has extensive knowledge in this area. It is expected that firms would not only create a survey instrument and analyze survey data, but also meet with students and staff when determining feasibility. A detailed assessment should be presented that justifies the need for new housing, if deemed appropriate, with appropriate graphics and charts, that present all aspects of study with appendices to support backup data, methodologies, and references. Recommendations should be made on the type and size of student housing facilities for the institution. The final report should also include recommendations on the appropriate financing and delivery methods for the proposed project, if sufficient demand exists. No additional specifications were given.
