A. Project Kickoff: Consultant must hold a project initiation meeting with City staff to define the work plan and schedule. B. Research Design and Fieldwork Methodology: Consultant must develop a research design, fieldwork methodology, and survey forms; define the period(s) of significance and research questions; and produce survey area maps and preliminary bibliography. C. Data Processing: Consultant must compile and analyze field and archival data; identify high-priority properties for intensive-level documentation; and generate preliminary recommendations for significance and integrity. D. Draft Survey Report and Historical Context: Consultant must prepare a draft survey report with context, findings, maps, and appendices that satisfy THC’s guidelines. E. Final Survey Report and Historical Context: Consultant must revise and finalize the report based on City feedback as well as submitting digital files including the final report in PDF, photos in JPG format, survey data in MS Excel and GIS-compatible formats (e.g., KML or shapefiles). F. Presentation of Findings: Upon completion, the consultant must present key findings and recommendations at a Harlingen City Commission Meeting. G. Deliverable Formats: Deliverables must be prepared in formats acceptable to THC, including the required survey forms, digital photographs, GIS data, and a final report that summarizes findings, methodology, and recommendations, as applicable. All files shall be delivered electronically. H. Project Timeline: All tasks must be completed within 12 months of contract execution. A detailed schedule with interim deadlines will be developed by the selected consultant upon contract award.
