Full-time professional and para-professional - coverage is effective the first of the month following 30 days from the employment date - i.e. employees hired on February 15th, will receive coverage as of April 1st. For firefighters, the coverage is effective the first of the month following 60 days from the employment date. The City's Plan is a PPACA is a "non-grandfathered" plan. The City of El Paso currently has 2 plans for each of the civilian, fire, and police workforces. Please refer to the 2023 SBCs Attachments G.9 – G.12 and G.18 – G.19 for further information. The City of El Paso will consider these models for weighted average scoring. Refer to Evaluation Factors. Offerors are to propose all fees and premiums net of broker/agent commissions; the City of El Paso will not consider services of an agent/broker. A. Annual Allowances Annual Audit: $65,000 Annual Health and Wellness Annual Communications First Year Implementation Credit B. Dedicated Representative The City requests two (2) dedicated representatives or an annual allowance to cover the staffing of these representatives. One representative is responsible for day-to-day customer service assistance for the health plan. One representative is a dedicated wellness champion that can help run the City's robust wellness programs and initiatives. Both representatives must be fluent in both English and Spanish. Customer Service Liaison The Offeror for services other than EAP, PBM and Stop Loss shall be required to provide a full-time Customer Service Representative (aside from corporate Account Management) designated to the City of El Paso. Services include facilitation of customer service for City members, City's Benefits Administration Staff, enrollment process during New Hire Orientations and Open Enrollment Sessions, and liaison to other areas of your operation. Hours of operation will follow the City's administrative work schedule and will vary from in-person, online, and via telephone services. City will provide office space when/if needed. • Must be bilingual • Must be Local • Will respond to City with 24 hours • Will present at all New Employee Orientations, present at Open Enrollments, and upon request. The Offeror shall be required to provide, upon City of El Paso's request and at the Offeror's own expense, an agreed upon number of staff and materials as determined jointly by the Offeror and City of El Paso for at least 12 benefit briefings or enrollment meetings during the fiscal year. Health fairs and member outreach programs are held at various times throughout the year. Open Enrollment sessions are typically held in October and November. Wellness Coordinator In addition to the requirements specified above, the wellness coordinator must also meet the below criteria. • Must be Bilingual • Must be Local/On-Site • Must have applicable Wellness Certifications • Will present at all New Employee Orientations, present at Open Enrollments, Wellness events and upon request • Annual Open Enrollment: o Minimum 3 weeks o Minimum 8 onsite events • Available for virtual or phone appointments • New Employee Orientation: o Approximately 60 per year (City Non-Uniform 35, Uniform Police/Fire 4-6, El Paso Water 20) o All in-person/onsite o Present benefit and provide Q&A o Available for requested presentations for employees
