Specifications include, but are not limited to: HHSC PCS is seeking competitive bids to establish Contract(s) to provide services for the transportation, storage, landfill disposal, recycling, fuel blending and incineration for hazardous materials generated by the Texas Department of State Health Services (DSHS), Laboratory Services section. The required services to be provided are as-needed transportation, storage, landfill disposal, recycling, fuel blending and incineration, as appropriate, for hazardous materials generated by the Texas Department of State Health Services, Laboratory Services Section. Services must be provided in accordance with Hazardous Materials Regulations for federal, state and local regulations (40 CFR, 49 CFR, 29 CFR and 30 TAC § 335) to include the following: 1) Contractor shall be responsible for generation of all paperwork, registrations, permits and applications with regulatory agencies for the labeling, packaging, transporting and disposal of hazardous materials. 2) Contractor shall be registered with U.S. Environmental Protection Agency (EPA), Texas Commission on Environmental Quality, the United States Department of Transportation (DOT), and have no enforcement against them. 3) Contractor must provide services in compliance with Clean Air Act, Clean Water Act, EPA regulations and the Texas Hazard Communication Act. 4) Contractor shall provide a review of the inventory of the waste generated by the Laboratory Services Section and will assign categories to the waste based on characterization of the waste materials. 5) Contractor shall provide materials for labeling and packing DOT-approved shipping containers for the collection of bulk waste generated in 55-gallon steel drums, 55-gallon poly drums, 30-gallon poly drums, 1 cubic yard boxes and other containers, as necessary. 6) Contractor shall package and sort hazardous materials for disposal and preparation of inventory for each drum and Lab Pack. 7) Contractor shall load, transport, and dispose of hazardous materials to an approved treatment storage and disposal facility.
