Administration and Management (UPWP Task 1) Assist with the development, updates, and amendments to the Unified Planning Work Program (UPWP), ensuring compliance with state and federal requirements. Provide support for MPO policy board and technical committee meetings, including agenda preparation, meeting minutes, and presentation materials. Assist with grant applications and management, ensuring proper documentation and reporting for federal and state funding sources. Ensure compliance with Title VI, Environmental Justice, and Disadvantaged Business Enterprise (DBE) requirements. Provide technical assistance for public involvement efforts, including the development of outreach materials, stakeholder engagement strategies, and virtual/hybrid meeting facilitation. 2. Data Development and Maintenance (UPWP Task 2) Maintain and update transportation-related data, including demographic trends, street classifications, pedestrian and bicycle infrastructure, signals, and trails. Monitor population growth, minority and low-income population trends, land use changes, and housing development impacts. Evaluate crash data and trends to assess transportation safety concerns. Assist with performance-based planning and programming in compliance with the Infrastructure Investment and Jobs Act. Collect, maintain, and analyze performance measure data relevant to the MPO area. Develop reports tracking performance metrics and their impact on long-range transportation planning. 3. Short-Range Planning (UPWP Task 3) Assist with the development, updates, and amendments to the Transportation Improvement Program (TIP), ensuring consistency with state and federal requirements. Conduct feasibility studies and analysis for transit, bicycle, pedestrian, and freight planning efforts. Support regional coordination efforts for public transportation planning, including compliance with the Public Participation Plan. Assist in planning and funding strategies for multi-modal projects, including integration with Complete Streets initiatives. Conduct studies related to environmental justice, Title VI compliance, and equity considerations in transportation planning. 4. Metropolitan Transportation Plan (MTP) (UPWP Task 4) Provide technical analysis, public engagement, and document preparation support for updates to the 2050 Metropolitan Transportation Plan (MTP). Review and refine project prioritization criteria, conduct project selection analyses, and update MTP components as needed. Analyze and update the major street network to meet future travel needs. Assess the impact of current and planned transportation projects on the thoroughfare system. Update thoroughfare plan maps, cross-section designs, and functional classifications. Conduct travel demand model analyses, including alternative scenarios for future projects. Make network coding edits for forecast years and update socioeconomic data to ensure model accuracy. Coordinate with TxDOT’s modeling team to refine forecasting methodologies. 5. Special Studies (UPWP Task 5) Gather and analyze crash data, traffic operations, and roadway conditions to identify potential safety improvements. Conduct corridor-level traffic and mobility analyses to assess congestion trends and develop mitigation strategies. Evaluate travel time reliability and system performance to support decision-making on congestion management.
