Traffic System Analysis and Requirements Definition: Conduct a comprehensive analysis of current traffic signal operations, pedestrian and vehicular traffic patterns, and transportation modes in the City of Galveston, with a focus on the Seawall Blvd, Harborside Drive, and Cruise Terminal areas. Define the technical and operational requirements for the GREAT System, including: AI-based signal optimization that accounts for vehicular, pedestrian, alternative transportation patterns (e.g., scooters, eBikes, golf carts, etc), and vehicle emission reduction practices (focusing on H-GAC target pollutants VOC and NOx). Integration of transportation modes specific to key corridors, especially where alternative transportation is prevalent. Emergency vehicle preemption. Integration with school zone flashers. Integration with the proposed automatic license plate recognition camera systems. Integration with planned advanced railroad detection and notification with remote flashing beacon system. Integrate with future remote flood sensors. Communication infrastructure for real-time data exchange (fiber-optic, cellular or other wireless communication solutions). Identify and assess key infrastructure requirements for the system’s full implementation. 3.2.2 System Design: Develop a high-level system architecture for the GREAT System, incorporating: AI-based traffic signal control algorithms that adjust in real-time based on data from vehicle detection systems chosen, vehicles, pedestrians, IoT integration, and alternative forms of transportation. Integration of data collection tools for monitoring pedestrian and alternative transportation patterns, particularly in high-density areas like Seawall Blvd, Harborside Drive, 25th Street, and around the Cruise Terminals. Emergency vehicle preemption capabilities. Integration with a centralized Traffic Control Center (TCC) and SCADA. Communication infrastructure (fiber-optic, cellular, or other wireless communication solutions). Provide detailed design specifications for system components, including hardware, software, and communication networks. Design and specify integration requirements for school zone flashers to be part of the system. Design and specify integration requirements for the automatic license plate recognition cameras to be part of the system. Design and specify integration requirements for the planned advanced railroad detection and notification with remote flashing beacon system to be part of the system. Design and specify integration requirements for future remote flood sensors to be part of the system.
