Specifications include, but are not limited to: Vendor shall provide a nationwide, fleet fuel monitoring and dispensing system that includes electronic capture and report of transactions, one (1) card fuel access control and security system, twenty-four (24) hour facilities and a minimum of two (2) customer service personnel that can be reached twenty-four (24) hours a day. The vendor should have approximately four hundred (400) or more fueling locations throughout Harris County in order to meet the high volume of services required by the entire fleet of Harris County. A list of these individuals shall be provided to Universal Services, Fuel Administration, and updated when changes occur. The vendor shall provide fuel cards and replacement cards as necessary, at no additional cost to Harris County. Initially, one (1) set of all vehicle cards shall be provided. Vendor shall provide pre-embossed fuel cards to be kept in stock by Universal Services personnel for new and replacement fuel cards that may be activated by Universal Services using vendors software as needed for immediate use. In addition, fuel cards shall be able to be utilized at established Harris County owned fueling locaions. Vendor can verify this ability by calling CommData at (512) 835-2273 and Trak Engineering (850) 878-4585. Issued fuel cards should not have an expiration date. Date and time of fueling, Identification of fueling location, Identification and mileage of vehicle fueled, Type, grade and price per gallon of fuel, after discounts and taxes are removed Total volume and dollar amount of fuel purchased, Miles traveled since last fueling and vehicle miles per gallon, Electronic transaction file must match downloadable and mailed invoice. Access to real time dispensing information, Electronic exception reporting in real-time of exception events; exception events include, but not limited to: exceeding gallon limits, attempts to purchase unauthorized products, fuel purchases at locations other than those authorized by vendor, and/or exceeding number of times allowed for refueling during the day. Vendor must ensure product not miscoded on reports and invoices. Correct mapping product coding verified by vendor.
