After meeting with HPLA team, Respondent will develop a strategic engagement plan for UTMB, to best maximize opportunities for funding and deepening relationships with federal stakeholders. Respondent plan should explain where UTMB would gain the most benefit from Capitol Hill, executive branch officials, and agency interactions. Respondent should be prepared to identify the appropriate stakeholders for various key policy positions, to support HPLA’s ability to successfully advocate on the federal level. The plan should highlight how the Respondent will maximize the likelihood of UTMB securing funding for its federal priorities. The plan will further describe how the Respondent will monitor legislative and regulatory developments of interest to UTMB. Respondent will also identify opportunities to raise the visibility of UTMB within the Texas delegation and broader federal communities as appropriate, such as selecting opportunities for UTMB to testify before Congressional committees.
