The Consultant will be asked to provide some or all services listed below, as appropriate for each peer review assignment: • Support PHA staff with expert advice in marine and terminal planning, civil, structural, geotechnical, electrical engineering and construction disciplines, serving as third-party reviewers for capital projects. • Participate in detailed cross-functional reviews at various design milestones (e.g., 30%, 60%, 90%, 100%) for projects. The peer review process may include value engineering analysis and reporting, reviews for constructability, phasing, cost and schedule. Participation will be in form of both virtual design review meetings (Port Houston uses MS Teams) and some limited in-person meetings as requested by Port Houston. • Perform value engineering methodology and provide recommendations to reduce costs, schedule and/or risks, and/or improve functionality of projects. • Review proposed procurement plans for projects, contract terms and conditions, and evaluate the suitability of Design-Bid-Build, CMAR, DesignBuild and other alternative delivery methods. • Review engineer’s cost estimates, contingencies, escalation rates, assumptions, and project durations. • Assess and opine on construction contractor plans and schedules for purposes of improving dialogue among Port Houston (as owner), design engineers of record (EOR) and construction contractors, and project execution effectiveness. • Assist Port Houston in process improvements as assigned, through the review, refinement, and implementation of processes related to project delivery to enhance performance as it relates to cost, schedule, and quality. • Address other questions related to capital project concepts-to-execution, as needed. • Practice Confidentiality: All participation including review of project-related scopes, designs, costs, schedules, risks, related documents, and Consultantdeveloped opinions and reports related to same, shall be considered proprietary and covered by an accompanying Non-Disclosure Agreement (NDA).
