Specifications include, but are not limited to: EXISTING LAND USE AND FINANCIAL IMPACT ANALYSIS: Analysis of projected municipal fiscal impacts of different land uses in the City of Cibolo, Texas using representative real estate values, occupancy and use estimates, and municipal service costs to determine likely impacts. a. The City of Cibolo is currently in the process of updating PlaceTypes as part of its Comprehensive Master Plan which may affect the titles of these categories. Generally, land use categories shall include but not be limited to: i. Single-Family Residential ii. Multi-Family Residential iii. Retail iv. Office v. Commercial / Mixed-Use vi. Industrial / Flex Space vii. Privately-Owned Open Space viii. Publicly-Owned Open Space b. Findings for residential land uses should address how impacts vary by residential unit bedroom count and by tenure, and any other relevant characteristics. c. Fiscal impact analysis shall present annual average costs and revenues associated with existing land uses and annual marginal costs and revenues expected for new development. d. Analysis should include consideration of municipal costs including but not limited to: i. Public Safety 1. Fire 2. Police 3. Animal Services ii. Public Works 1. Streets 2. Drainage 3. Utilities (water, wastewater) 4. Parks & Recreation
