This is a Sources Sought Notice Constitutes Market Research This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to jesus.casiano@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Interested vendors must submit documentation stating the company is able to provide services listed on the SOW. Please note response times in the SOW and elaborate if your company can accommodate the timeframes. Any SDVOSB/VOSB shall be listed as verified on the Vendor Information Pages (VIP) database located at https://www.vip.vetbiz.va.gov/ in order to receive contract awards under the Veterans First Contracting Program. The capabilities statement for this source sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services/commodities outlined in the draft Statement of Work (SOW). Creek Medical Center 1.0 Background The Amarillo Veteran Affairs Police Service requires a Base + 4 contract for quarterly maintenance and cleaning to be conducted on our mobile firing range, consisting of two trailers, located on Federal Property, at 6010 W. Amarillo Boulevard, Amarillo Texas, 79106. The current firing range does not have lead removal procedures, or capabilities. 2.0 Objective and Scope The objective of this acquisition is to maintain the Amarillo Veteran Affairs Police mobile firing range, consisting of quarterly maintenance and cleaning of bullet traps. Services by the Contractor are to include: 2.1 Quarterly Inspection Exterior: Trailer cladding/sliding Trailer roofing Roof vent covers Louvers Access Panels Weatherproof joint covering Hardware Lighting protection/grounding system Shore power cable and connectors Entry door and hardware Stairs Undercarriage storage Trailer jacks Proper signage 2.2 Quarterly Inspection Interior: Bullet Trap, including rubber lever and verification and hopper baffle condition Ductwork and airwall Range temp senor controls Range Doors Target systems Lighting HAVC control system Electrical system: Circuit breakers, disconnect All communication systems Wall and floor sound and ricochet control system CO alarm system 2.3 Quarterly Maintenance Interior Target System: Lubricate and adjust each lane s target carrier Verify proper operation of master control, lane-mounted controls and stall light and switches 2.4 Quarterly Maintenance HVAC Lubricate supply and exhaust/return air fans Check the belt condition and tension Lubricate and adjust dampers Install new air intake filters Maintain control room system Replace all supply air and exhaust return air belts if needed Quarterly Maintenance of Bullet Trap Check rubber level Add customer supplied rubber as needed Trap cleaning per visit if needed 2.5 Bullet trap cleaning a) All spent rounds, casings, etc. collected and disposed of, in accordance with all Federal, State, and local requirements including the Operations and Maintenance Manual, 29 CFR 1910.1025 Occupational Safety and Health Standards, and 40 CFR 50.12 Environmental Protection Agency. b) All spent rounds shall be stored in a 55-gallon drum as outlined in Paragraph 4.1 of statement of work. Facility Maintenance/Custodial Requirements: Drum Area storage: The Contractor shall maintain an inventory of drums on site to accommodate firing range activities and shall mark drums of waste/recyclables prior to moving full drums to the Drum Storage Area. All drum markings must be durable, in English, and printed or affixed to the containers. Markings must be located away from other markings (such as drum manufacturer markings) that could substantially reduce its effectiveness. The contractor shall ensure that all markings comply with 49 CFR 172.33, Subpart D-Markings. The Drum Storage Area shall be kept neat and organized. The Contractor shall manage the waste/recyclables in this area by arranging for routine pick-up and disposal or recycling no longer than 48 hours of notification. The Government estimates that removal of 55-gal drum to be once per year. HVAC System. The contractor shall maintain the fresh air intake and the exhaust side of the air handling units that are equipped with MERV filters ensuring filters are replaced/changed out as needed. The contractor shall visually inspect and clean, or vacuum as necessary, all air handling units, including filters installed during all routine maintenance visits. The Contractor shall also inspect air handling units, and or perform routine maintenance such as belt changes, and lubrication of all grease fittings. Performing HVAC needs to ensure the contractor is licensed and can perform all maintenance related required within the quarterly/annual checks. Lighting and Target Control System: Contractor shall inspect and perform all maintenance regarding indoor mobile range lighting systems as required. Custodial Requirements: The contractor shall remove dust and debris when conducting routine maintenance when needed. The contractor shall provide a final manifest of all items of waste removed within 30 days of removal and provide final documentation to include the actual weight of waste removed. 4.0 The Vendor shall contact the (Government POC) for access hours. Normal work hours for the Amarillo VA are 8:00 am to 4:30 pm, however some work may be required outside of normal working hours, and the contractor is required to notify the POC in advance to schedule after-hours work. Work will be completed on weekdays, excluding federal holidays, during the medical center s regular weekday business hours. Federal holidays observed during the execution of work may be exchanged for contractor observed days, only on a one-for-one basis, requested by the contractor, and subject to approval by the contracting officer (CO) and VA Police (End User). Federal Holidays observed by the AVAHCS are: New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Juneteenth IndependenceDay Christmas Day The vendor shall be required to furnish/provide all the necessary equipment/tools for maintenance. The contractor shall provide all applicable safety that is applicable to OSHA, VHA and regulations. The contractor shall comply with VHA DIRECTIVE 2004-012 and all VA Center Policy Memorandums, including but not limited to the following: Protection of patients, visitors, and employees from traumatic injury, as well as occupational and facility associated infections. Compliance with OSHA and State construction safety regulations. Compliance with EPA and State environmental regulations. Period of Performance The period of performance is anticipated to be a Base + 4 option years, with an initial period starting at time of award. Initial inspection shall be within 30 days of the award. The Government anticipates that inspection and maintenance of the trailer will take approximately 8 hours to complete. 6.0 Contractor Access Contractor employees shall coordinate with the Government POC for access badges prior to quarterly inspections or spent round barrels. Contractors are required to abide by all facility requirements and state and local laws.
