Texas State Technical College (TSTC) is issuing a Request for Qualifications (RFQ) to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement for qualified firms to provide environmental consultant services. These services support regulatory compliance, environmental health and safety, and due diligence activities across all TSTC campuses statewide. The selected supplier(s) shall provide environmental consulting services on an as-needed basis under individual work assignments. Services may include, but are not limited to: A. Conducting all phases of environmental due diligence for real property transfers. B. Performing air quality investigations and modeling to assess and resolve indoor environmental concerns, as well as conducting lead and asbestos inspections and providing environmental consulting services. C. Interpreting applicable regulatory requirements and preparing documentation for notifications, studies, public notices, and environmental impact reports. D. Attending abatement pre-proposal meetings and assisting with contractor coordination. E. Installing and operating engineering controls such as air and/or abatement monitoring systems. F. Final abatement inspections and final clearance sampling as appropriate for Texas State Department of State Health Services. G. Inventory potential sources of hazardous environmental agents and investigating sources of air quality problems. H. Prepare surveys and reports for Asbestos-Containing Building Materials (ACBM), Lead-Based Paint (LBP), and Polychlorinated Biphenyls (PCBs). I. Assisting with the development and update of Environmental and Asbestos Management Plans. J. Assisting in the selection of environmental contractors and subcontractors. K. Developing detailed project budgets, cost estimates, and schedules. L. Represent TSTC in meetings with regulatory agencies and third parties as needed. M. Providing drawings, reports, backup documentation, and quality control oversight during field activities.. N. Quality control procedures, oversee field remedial clean-up activities, service provider shall minimize disturbances to the users of the premises.
