Specifications include, but are not limited to: TxDOT is striving to modernize its systems and business practices to more effectively serve Texas. Modernization should improve TxDOT's service to the State by enabling better collaboration both among internal stakeholders and with external stakeholders. The objectives of TxDOT's PeopleSoft implementation are: Implement a TxDOT ERP System TxDOT currently operates on multiple legacy applications developed as early as the 1980s. In Finance, the core of these legacy applications is called the Financial Information Management System (FIMS). Over a period of time, business requirements at TxDOT have changed making it difficult to manage the business with inflexible applications such as FIMS. In Human Resources (HR), TxDOT uses a highly customized but outdated version of PeopleSoft 8.3. With the PeopleSoft implementation, TxDOT will move Financial and HR applications to a modern technology platform that better meets the business needs of users while taking advantage of a leveraged software solution. Refer to "Attachment C - Current Environment Version 2 11- 12-12.docx" for more details on current environment. 5.2. Facilitate Standardization of Business Processes TxDOT wants to reengineer its business processes to take advantage of the best practices embodied in the PeopleSoft applications. The current platform and design of legacy applications has resulted in substantial custom development over the last twenty years as well as a proliferation of legacy applications to address additional business needs not met by FIMS. A similar situation exists for the HR processes, though to a lesser degree. This has led to a complicated process and applications landscape. With the implementation of ERP, TxDOT is looking to simplify and standardize the business processes along the lines of best practices supported by off the shelf ERP products and to reduce the complexity of the landscape. 5.3. Facilitate timely access to information and reporting from a single-source TxDOT has unique reporting requirements driven both by state law and internal business operations. Tracking and managing data across applications to compile all necessary reports is currently a very cumbersome task. One of the objectives of the PeopleSoft implementation is to streamline the way TxDOT manages data and develops reports. The new system must meet the statutory reporting requirements. 5.4. Modernize the applications technology Several of the legacy applications are written in prior generation programming languages such as COBOL and are running on mainframe computers. These legacy applications prevent TxDOT from upgrading the supporting hardware and software to newer technologies and/or cloud solutions.
