Specifications include, but are not limited to: The City of Allen is soliciting proposals for a single, qualified, energy management controls (“EMS”) vendor to engineer, purchase, supply and install a non-proprietary replacement system for six (6) facilities with existing EMS controls. The new EMS equipment and engineering will remain consistent from facility to facility, with replacement through a bid awarded Contractor, over the next three (3) years. Bid awarded vendor will have industry standard EMS and mechanical equipment knowledge and specific experience with the EMS controls equipment detailed within this RFP. Bidders will be responsible for site visits, existing controls review, engineering for new controls, equipment, materials, graphics design, all electrical and the labor required to demo existing and purchase and install new EMS controls. Scope includes all hardware, software, coordination with the City Information Technology Department, will include tie in of new EMS to a designated City server, start-up, test and balance, training, as built drawings, licensing, industry standard warranties, a 2-year maintenance bond, and two (2) visits, per facility, during the term of the maintenance bond, at no additional cost to the City, as follow-up to insure EMS controls are operating as required for optimal efficiency, and that users are comfortable with system graphics and operations. Bidders should note up to 12-users from the City may need to access the EMS system.
