Specifications include, but are not limited to: The State Energy Conservation Office (“SECO�) of the Comptroller of Public Accounts (“Comptroller�) issues this Request for Proposals (RFP No. 199b) and invites proposals from qualified, interested firms and companies to develop and implement a comprehensive appliance rebate fulfillment program funded through the State Energy Efficient Appliance Rebate Program (SEEARP). The selected respondent, if any, awarded a contract under the terms of this RFP (Successful Respondent) is to provide a streamlined, auditable, accurate and simple consumer rebate program with all support tools included (including but not limited to, mail, online services, telephone, email, and print capabilities) to assist consumers in understanding the opportunity, to process rebate submissions, answer questions, generate rebate payments and help manage consumer and retailer expectations for the Program.
