Specifications include, but are not limited to: The Texas Comptroller of Public Accounts (“Comptroller”) hereby issues this Request for Proposals No. 216c (“RFP”) from Texas state public universities to conduct research studies on the Rio Grande Cooter, Pseudemys gorzugi, as detailed in Section 3.1 of this RFP. This solicitation is for reimbursable projects solely designed for the purpose of conducting high quality research and providing data focusing on the status and habitat of the Rio Grande Cooter that is acceptable and usable by the U.S. Fish & Wildlife Service (“FWS”), the National Marine Fisheries Service (“NMFS”), or any other federal agency responsible for administering the Endangered Species Act, 16 USC 1531 et seq. (“ESA”).
