• Respondent shall perform the annual and required five-year inspections and provide required documentation for approximately one hundred and fifty-three (153) elevators, wheelchair lifts & dumbwaiters located on the San Marcos and Round Rock campuses. • A Five-Year Full Load Test is a Code and State of Texas requirement outlined in the American Society for Mechanical Engineers (ASME) A17.1 SAFETY CODE FOR ELEVATORS AND ESCALATORS and the Elevator Safety and Licensing Administrative Rules. • The test must be witnessed by a certified elevator inspector who holds a current QEI (Qualified Elevator Inspector) license issued by an accredited licensing organization and approved by the Texas Department of Licensing and Regulation. • The Full Load Test consists of but not limited to testing and adjusting the following items: o Governor trip speed o Governor over-speed switch (where provided) o Governor pull-through and pull-out forces o Braking system o Emergency terminal stopping and speed-limiting devices o Normal and final terminal-stopping devices o Car safeties (at full speed and with full capacity load in the car) o Counterweight safeties (where provided and with no weight in the car) o Safety slide distances o Ascending car over-speed protection and unintended car motion devices o Oil buffers (where provided) o Firefighter's Emergency Operation circuitry o Emergency and Standby Power operation circuitry o All other tests required by the Code book and the Original Equipment Manufacturer (OEM) guidelines. o The inspections will be performed during the University’s Winter Break, unless otherwise agreed upon in writing by an Authorized University Representative. • Respondent cannot be contracted with this University to provide other services such as maintenance, construction, consulting, etc
