Specifications include, but are not limited to: TRS is seeking proposals to outsource the administration of its Board of Trustee elections. The elections generally occur in the spring of every other year with the balloting for the next election scheduled to begin in March 2011. One or more elections may be conducted at one time. It is anticipated that elections will be conducted via return mail, scannable ballots and internet voting with a possibility of telephonic voting in future elections. Services to be provided include, but are not necessarily limited to: ballot, outgoing envelope, and return envelope design; printing of scannable ballots, outgoing envelopes and return envelopes (at TRS’ option); establish secure web portal for internet voting; receipt of ballots; sort ballots (in multiple elections); count, batch, and maintain daily record of ballots received; store and index all ballots; reconcile final ballot totals; provide reports; and certify election results.
