Specifications include, but are not limited to: Contractors will use 2012-2013 and earlier data as justified and approved by TEA, to measure the achievement, including improvement in achievement, of the students of beginning teachers as defined by TAC 229.2(5) during the 2012-2013 school year. The proposed measure(s) must meet the legislative requirements established by TEC 21.045(a)(3) to measure the achievement, including improvement in achievement, of students taught by beginning teachers for the first three years following certification, to the extent practicable. The measure(s) must be legally defensible as they may, at SBEC discretion, be incorporated into a high-stakes accountability system for EPPs, including potential sanctions under TEC 21.0451, and reported on the Consumer Information Website as described in TEC 21.0452.
