Specifications include, but are not limited to: The following is a general overview of the suggested scope of work. The Consultant selected for this project will have a high level of experience performing similar work and should have experience interacting with both regional and national FTA. The project will be documented in a draft EA under National Environmental Policy Act of 1969 (NEPA) guidelines and the EA will be submitted to the FTA for evaluation. The preparation of the EA is included in this scope of work. Under NEPA, formal public meetings/hearings during the scoping process at the initiation of the study and during the circulation of the final EA stage will be required. This study will be done in accordance with the requirements of NEPA. Planning and design work for the complete EA document will be at a 30% level of design and engineering detail, as defined in under Task 7 of this RFQ. It is critical that the work products from this study meet the requirements of the FTA. Since Trinity Metro will be utilizing federal funding assistance for the design and construction of this TEXRail Extension. Throughout the study, all work products shall be submitted to Trinity Metro Project Management Team (PMT) for review and comment. Many of the work products will require FTA review and concurrence. The Consultant must demonstrate previous successful collaboration with FTA Region VI. A demonstrated understanding of the design requirements of freight rail companies is also necessary. Draft work products and deliverables should be submitted electronically. Files shall be sent in a format acceptable to Trinity Metro. All text shall be in Microsoft Word, spreadsheets shall be in Microsoft Excel, Computer Aided Design in Microstation dgn format, complete documents with exhibits in searchable PDFs, and all images shall be in either GIF or JPG format, with JPG for photos and GIF for all others.
