Specifications include, but are not limited to: The City of Port Arthur is seeking a qualified professional architectural, engineering and urban design firm to prepare the construction documents and provide construction management for the Rose Hill Park Project. The City of Port Arthur recognizes the importance of planning as a means of improving recreation opportunities for all its residents and visitors. As a result, a Rose Hill Parks Master Plan was adopted by City Council in April 2024. This Master Plan identified existing recreation facilities and amenities, updates to the park including upgrading all facilities aimed at meeting the current and future community needs while utilizing the land available for development in addition to cohesively integrating stormwater mitigation.
