Specifications include, but are not limited to: ELECTRICAL ENERGY MANAGEMENT CONSULTANT. This list of services is not finite, but is a general framework from which to develop acomprehensive electrical energy procurement strategy and policy. The successfulproponent is expected to provide, at minimum, the following services:1. Assist NFTA management in the identification and analysis of primary electricalprocurement goals and objectives, and the development of applicable riskmanagement strategies and policies.22. Provide energy procurement services, as required, for the NFTA's electricalenergy purchases including the preparation and submission of hourly forecasts inthe National Grid and New York State Electric and Gas service territories, thebidding of the NFTA's load into the NYISO Day Ahead Market, and any otheractivities required to ensure that the NFTA meets the responsibilities of a directcustomer of the NYISO.3. Consistent with NFTA's strategy, provide risk management services and assistthe NFTA in the development of progressive risk management strategies andinstruments.4. Track and provide analysis of important NYSPSC, NYSISO, and FERC issues,through direct participation and general monitoring of regulatory proceedings thatinfluence the NFTA's involvement in the deregulated wholesale market.5. Review/verify all invoices applicable to the NFTA's electricity procurementprogram ( including transportation charges) for quality assurance and accuracyprior to forwarding to the NFTA for payment. Invoices must be itemized bylocation and received no later than the 6th of the month.7. Provide annual fuel source and percentage reporting. Provide analysis andreporting that disaggregates all expenses in order to provide the NFTA with eachof its meters' individual energy costs and savings based on the avoidedapplicable retail sales cost, taxes, etc.8. Prepare and present quarterly and annual NFTA summary reports reporting andbriefings on all aspects of the procurement strategy to the NFTA ElectricalEnergy Committee.9. Recommend and prepare documents for State and Federal energy curtailment/conservation incentive policies or programs, i.e. NYSIO Load Curtailment,NYSERDA grants etc. In addition, develop and implement automated loadcurtailment protocols to take advantage of market driven opportunities.10. Procure and certify that the appropriate percentage of total electrical energyconsumed by the NFTA is from verifiable and acceptable renewable powerresources, as required under NY State Executive Order 111.11. Will assist the NFTA in characterizing and recommending alternative operationalprocedures in order to optimize and shape electrical usage at various loadcenters.12.
