Specifications include, but are not limited to: The Alamo Area Development Corporation (AADC) is a Texas non-profit corporation. TheAADC holds a 501(c)(3) nonprofit status and was established to further AACOG s mission ofenhancing the lives of all residents in the region by developing effective strategies to meet themany challenges that confront the region and to coordinate regional strengths that offersolutions to these challenges.2.The Eagle Ford Shale Area (EFS) has been recently developing rapidly due to the increased oiland gas industry activity. This increased development and activity has produced significantchallenges and opportunities for local and regional governments in the EFS in regards to publicservice delivery and infrastructure. AADC has been proactively assembling a collaboration ofregional planning agencies and local governments to assist in the development, creation andsupport of local and regional government for sustainable, responsive action across a broadspectrum of governmental services and physical improvements. The focus of the effort is tocreate a long-term sustainable framework and response that works on a local level andintegrates into a regional solution to improve governmental responsiveness, efficiency,effectiveness and customer satisfaction. In order to accomplish the overall goals andcooperative efforts it is imperative that AADC assemble the resources to assist in thedevelopment of facts about the current condition and status of infrastructure, service deliveryprocesses and other aspects of public services. These facts and information will then requiresynthesis into a coherent plan for the EFS that can be utilized to initiate and implement publicpolicy change, public and private funding for service delivery and infrastructure required tosustain the region and local governments. Upon approval and funding AADC will requiresupplemental resources to implement actual improvements in services and infrastructure in aseamless coordinated manner across the region. Desired outcomes include consensusbuilding, effective scoping and cost estimating across a broad spectrum of public services andinfrastructure, strengthening and building community capacity to adapt to the change in theEFS, sustainable long-term improvements in service delivery and infrastructure to support thatservice delivery
