The City of Garland is seeking proposals from qualified consultants to develop a strategic redevelopment implementation plan for Downtown Garland. The goal is to create a data-driven, economically grounded roadmap that guides the City in making informed, strategic decisions about how each property within the district should be developed—and why. The final plan should help further position Downtown Garland as a vibrant, inclusive, and investment-ready entertainment district that respects its historical character while embracing future growth. It will serve as a vital tool to attract developers, inform public investment, and align infrastructure planning with market opportunities. The selected consultant will be expected to: • Conduct a thorough analysis of economic conditions, development trends, and real estate market data, including demand for retail, hospitality, office, entertainment, and residential uses • Identify development scenarios for each parcel or block, based on market potential, community priorities, and infrastructure capacity • Provide guidance to City officials that allows them to proactively steer development proposals to appropriate sites and away from unsuitable locations • Offer recommendations for housing density and residential development that supports district vitality while meeting diverse community needs • Evaluate parking and access strategies that support future growth and strengthen downtown’s walkability and connectivity
