Specifications include, but are not limited to: It is the intent of the Texas Education Agency (TEA) to solicit proposals to provide Distance Learning for Migrant Secondary Students program in accordance with all requirements stated herein. The purpose of this program is to provide, on an intrastate and interstate basis, alternative credit options toward graduation, free of charge, for Texas migrant secondary students through distance learning. All distance learning coursework is aligned with the Texas Essential Knowledge and Skills (TEKS) and statewide student assessment objectives. The semi-independent nature of distance learning allows students to work on an entire course as well as partial coursework and credit by exam any time and any place. Along with these opportunities, a support network is provided by using secondary counseling, on-site grading, as well as instruction and grading through telephone, computer, and email to ensure timely responses to migrant students as they move from state to state. Coursework approved by the TEA is to be used to provide alternative credit options for migrant students enrolled in classes for credit (grade 8 for students taking classes for credit through grade 12, as well as for out-of-school youth (up to age 22) completing credits toward graduation). Coursework must be available in print, electronic, and Internet formats. Eligible Proposers are nonprofit organizations, institutions of higher education, private companies, individuals, regional education service centers, etc.
