a. The City of Temple, Texas (City) has a population of approximately 93,000 and is located in central Texas within three hours of the major cities of Houston, San Antonio, and Dallas. b. The City is seeking qualified contractors to respond to this request for proposals (RFP) for consideration to provide debris removal and disposal services on an asneeded basis. The City intends to make multiple awards to contractors to serve on standby for any natural disasters, incidents, emergencies, etc. (Event) that may occur during the contract term. There is no guarantee of work for any awarded contractors (Contractor) as the nature of Events are unknown. c. Services may consist of, but are not limited to, cutting, clean up, removal, hauling, reduction, grinding, chipping, burning, and proper disposal of white goods, construction and demolition debris, and vegetative debris from public property, rights-of-way, public access, City Parks & Recreation properties, and private property. d. All debris removal activities shall be in compliance with FEMA guidance at the time of Event and local, State, and Federal regulations. e. Debris removal services will operate approximately 12 to 14 hours per day, 7 days per week or as required by the City. f. Contractor shall provide and pay for labor, tools, equipment, transportation, supervision, traffic control, and all other services and facilities of any nature necessary to execute, complete and deliver the services within the time specified in the contract. g. Contractor shall be responsible for maintenance and restoration of any Debris Management Site (DMS) provided by the City. The City and Contractor shall mutually agree upon any other disposal site(s). h. The City encourages participation of small, minority-owned, disadvantaged, and woman-owned business enterprises in the procurement of goods, services, professional services, and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, majority contractors that require sub-contractors, seek qualified small, minority-owned, disadvantaged, and woman-owned business enterprises to partner with them.
