Specifications include, but are not limited to: Tarrant County College (TCC) intends to obtain a qualified architect, engineer, planner, or other appropriate professional expertise to provide a prioritized, phased, and budgeted Comprehensive Security Master Plan. The Comprehensive Security Master Plan (The Plan) will identify risk, prioritize, budget for, and provide a phased implementation plan for risk mitigation measures. The Implementation Plan will include a list of prioritized projects with estimated costs and durations. The Implementation Plan will include direction on placement of physical security devices such as access control, surveillance cameras, wireless access points, alarm systems, notification systems, and backup power/network. The Plan will provide analysis of gaps, overlaps, and obsolescence, align systems, departments, protocols and procedures into an operational plan which centralizes management and authority of surveillance, digital security, access control, alarm systems, police presence, and notification systems. The Operational Plan will include a Sustainment Strategy to outline operation, maintenance, and repair of proposed solutions.
