Specifications include, but are not limited to: The PM’s primary responsibility shall be the day-to-day operation of the service in accordance with the requirements of the purchase order. 9.2. The PM shall: 9.2.1. Be a permanent staff employee. 9.2.2. Serve as a constant primary point of contact for TxDOT. 9.2.3. Understand the service requirements and TxDOT’s expectations. 9.2.4. Meet the accuracy and timeframes outlined in the specification. 9.2.5. Adhere to requirements in the solicitation and Service Level Agreement (SLA). 9.2.6. Effectively communicate orally and in writing with TxDOT. 9.2.7. Attend CRIS Orals (Reference Attachment F – CRIS Orals). 9.3. The QualityAssurance Manager shall: 9.3.1. Attend CRIS Orals (Ref. Attachment F – CRIS Orals). 9.3.2. Develop and maintain the quality assurance plan. (Ref. Para 16). 9.3.3. Conduct internal audits on a periodic basis, a minimum of one per year. 9.3.4. Effectively communicate orally and in writing with TxDOT. 9.4. The technical personnel shall: 9.4.1. Adhere to the XSD provided by TxDOT. 9.4.2. Attend CRIS Orals (Ref. Attachment F – CRIS Orals). 9.5. The data entry personnel shall attend CRIS Orals (Reference Attachment F – CRIS Orals). 9.6. All personnel shall: 9.6.1. Agree to abide by all TxDOT information security policies, procedures, and practices as outlined in the External TxDOT User Policies. 9.6.2. Sign Information Resources Security Compliance and Confidentiality Agreement(External User) form. 9.6.3. Be subject to TxDOT approval. 10. SERVICE REQUIREMENTS: The vendor must: 10.1. Adhere to the TxDOT Terms and Conditions identified on the solicitation. 10.2. Provide all labor, materials and equipment necessary to meet the requirements of the specified services throughout the term of the purchase order. 10.3. Provide a primary point of contact. 10.4. Security Training 10.4.1. In accordance with Section 2054.5192 of the Texas Government Code, each Contractor Personnel that will access a TxDOT computer system or database must complete a TxDOT approved cybersecurity training program that is certified under Section 2054.5192 of the Texas Government Code. The training program must be completed by each Contractor Personnel during the term of the contract and during any renewal period. The Contractor shall provide verification of completion of the cybersecurity training program in a method designated by TxDOT. 10.4.2. In this section, “Contractor Personnel” includes officers and employees of both the Contractor and its subcontractors. 10.5. Utilize the existing TxDOT application, an existing program owned by the vendor, or a new program created by the vendor to provide service (Ref. Attachment A – Pre-Production). Vendor is not required to utilize the existing TxDOT application and may propose a different software program or application that provides best value. Following is the information on the existing TxDOT application and TxDOT’s CRIS program: 10.5.1. Existing TxDOT Application: 10.5.1.1. The existing application is an AccuEntry software application. 10.5.1.2. The primary servers are running on a Redhat Linux OS. 10.5.1.3. The application itself is built in both a Progress Database and Microsoft SQL database. The Microsoft SQL Server resides on a Windows server.
