Specifications include, but are not limited to: Develop a comprehensive plan that includes goals and a clear methodology, accompanied by a timeline indicating delivery of progress reports, presentations to key stakeholders, the community and release of the final product. Develop a communications strategy to reach and engage relevant stakeholders. Support activities, communications and coordination of meeting schedules, agendas and material preparation, for planning purposes as well as progress reports. In collaboration with the City Staff Arts Team, provide relevant and timely information to be communicated in social media, newsletters, press releases and web content. Prepare a final draft and a final report to the City as agreed to in the contract documents. Research and Analysis Review a list of City of Garland and Garland Cultural Arts Commission documents for background. Provide a situational analysis of Garland’s current cultural landscape including, not limited to, trends, demographic shifts, policies and assets. Define Garland’s offerings in arts, cultural and creative industries. Recommend strategies to strengthen Garland’s position locally and in the region. Solicit and incorporate Garland ISD inventory of resources, talent and assets to provide a broader view of the community potential. ; Perform a Needs Assessment for the community at large regarding services, programming, activities, and facilities: identify a vision for the arts and culture in Garland; identify potential programs, events and locations for the development of future arts and cultural programs and events. For each future recommendation, prepare an opinion of probable costs.
