The required services to be provided are for courier pick up of laboratory specimens from San Antonio State Hospital (SASH) and delivery to the Regional Clinical Laboratory at Austin State Hospital. Laboratory specimens will include those from SASH, San Antonio State Supported Living Center, and Texas Center for Infectious Disease. A. Due to time-sensitive testing, delivery must be completed within two (2) hours of pick up. Pick up time at SASH shall be at 11:00 a.m., with same-day delivery to the Regional Clinical Laboratory no later than 1:00 p.m. B. Number of packages to be picked up will vary from a minimum of two (2) packages to a maximum of five (5) packages per pick up. It is expected that there will be one (1) pickup daily, or approximately 260 pick-ups during this fiscal year; however, there is no guarantee of services being needed every weekday. C. The Contractor shall not invoice the HHS Agency for days in which there is no pickup or delivery. D. Contractor must be able to maintain the integrity of all packages while in transit. Contractor shall be responsible for supervision, clean up and disposal in the event of an accidental spill of biohazardous material during transit. E. To ensure no gap in service, Contractor shall provide a backup delivery driver in the event primary driver is not available. F. Prior to Contractor pick up, specimens will be prepackaged with cold packs, in compliance with UN3373 diagnostic packaging standards and placed into an insulated cooler for all specimens. SASH will provide the insulated cooler. G. Contractor shall provide dry ice for frozen specimens, as requested and at no additional charge, to the pickup location. SASH shall notify the Contractor the morning of pickup, that dry ice will be required for that day’s pick up. Dry ice may be required two (2) to three (3) times per week.
