Specifications include, but are not limited to: The San Antonio Housing Authority (SAHA) request quotes from individuals or firms with experience in identifying opportunities and updating current SAHA Small/Women/Minority Business Enterprise (S/W/MBE) -HUD Section 3 policies and programs for the Procurement Department. Scope of Work: 1. Meet with stakeholders including staff, Board of Commissioners, and local business representatives for input. 2. Assessment and update as required the current Disparity Study using SAHA Disparity Study results, assist in the establishment of a program to maximize S/W/MBE participation in all contracts and establish aspirational goals and targets for each category identified in the Disparity Study. 3. Assess adequacy of SAHA’s current HUD Section 3 program; revise and update as necessary to include aspirational goals and targets for both employment and contracts. 4. Conduct best practice comparative analysis within industry for each program. 5. Recommend policies and procedures/processes to increase Small, Minority, Women Owned, Disabled Veteran and other Historically Underutilized Businesses and Section 3 participation. 6. Conduct training of SAHA staff on bid/proposal preparation to encourage participation, proposal evaluation & outreach.
