The City of Brownsville, Texas, in partnership with the cities of Harlingen and San Benito (the “City”), is soliciting proposals from qualified consulting firms and/or individuals with proven expertise and understanding of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership Programs for the preparation of its 2026-2030 Consolidated Plan (CONPLAN) and Strategy. The document is needed so the jurisdiction can pursue entitlement funding for housing and community development activities in accordance with the requirements established by the federal Department of Housing and Urban Development (HUD) based upon the provisions of the National Affordable Housing Act of 1990, as amended. The Consolidated Plan and Strategy combines the planning and application of certain Federal statutes and includes a Needs Assessment and Market Analysis to identify and develop strategies to address the Region’s critical housing and community development needs that can be addressed through federal funding sources.
