The Houston-Galveston Area Council (H-GAC) is seeking a qualified contractor to conduct a comprehensive assessment of our agreements, processes, allocations, and reporting structures for two of our affiliates, where we provide fiscal agent and administrator roles. The two affiliates include the Houston-Galveston Area Metropolitan Transportation Planning Organization (and the associated Transportation Policy Council) and the Gulf Coast Workforce Board. H-GAC provides staffing and all other administrative and support services to both entities, including but not limited to contract execution, procurement, compliance, external auditing, workspace and technology, benefits, and more. Staff supporting both groups are employees of H-GAC and serve the affiliated Council and Board. This assessment will identify opportunities for improved efficiency, opportunities to streamline and clarify processes, elimination of duplicative efforts, optimization of shared positions, and enhancement of the fiscal relationship between H-GAC and the Metropolitan Planning Organization and H-GAC and the Gulf Coast Workforce Board.
