The City of San Antonio Office of Military Affairs/Community-Military Partnership is seeking a consultant to research opportunities through Intergovernmental Agreements to explore the feasibility and practicality of sharing City services with the military in their functions, facilities, and activities. The goal is cost reduction without reducing mission capabilities through detailed and documented analysis of municipal operations and military support functions. The City will provide recommendations and a framework for accomplishment by creating three business cases to improve efficiency, economy, and level of service through economies of scale, the pool of municipal talent and equipment, while maintaining compliance with federal, state, local laws, and military policies and regulations. Documenting challenges in these legal and policy areas, and in turn develop a protocol manual for implementation of the business cases.
