Specifications include, but are not limited to: The Community Experiences Department Master Plan will require the approval of the Parks and Recreation Board and the City Council. The Master Plan must follow guidelines of the Texas Parks and Wildlife Department and meet required Commission for Accreditation of Park and Recreation Agencies (CAPRA) standards through the National Recreation and Park Association (NRPA). The primary purpose of the Community Experiences Master Plan is to create a clear set of goals, policies and objectives that will provide direction to City staff, Parks and Recreation Board and the City Council for redevelopment and enhancement of the City's park system, open space, trails, facilities, and recreation programs for the short term (2025), the mid-term (2027) and the long term (2030). This process is to include developing a comprehensive inventory, an analysis of forecasted needs, and implementation strategies. Specific items to include in the study, but are not limited to: 1. Parks System Open Space and Trails Identify appropriate parks, open space and trails development standards, identify opportunities and deficiencies in the parks system and open space, and create a parks system, trails, and open space renovation program. 2. Community Experiences Facilities Identify appropriate facility standards and identify opportunities and deficiencies for facilities as they relate to the current and future needs of the community. Develop facility maintenance and or replacement program. 3. Capital Development Identify important capital issues to consider to be incorporated into a five-year and long-range capital improvement program. Examine and evaluate opportunities for redevelopment of parks and facilities.
