NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT AND THE GOVERNMENT SHALL NOT REIMBURSE RESPONDENTS FOR ANY COSTS INCURRED IN CONNECTION WITH RESPONDING TO THIS RFI. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NO BASIS FOR CLAIM AGAINST THE GOVERNMENT SHALL ARISE FROM A RESPONSE TO THIS RFI.
PROGRAM BACKGROUND
The Army Futures Command – Army Applications Laboratory is seeking information on commercially available test sites for UAS, UGV, kinetic, and electromagnetic systems. Test ranges and vendors must follow all federal, state, and local laws pertaining to the use, storage, and testing of all systems and materials on site.
The Army Applications Laboratory intends only to explore the commercial market capacity at this time. However, responses may be used to consider and evaluate novel approaches to test range accessibility as well as inform appropriate organizations of resources available for potential government benefitting purposes.
If your organization would like to respond, please provide the following information: 1) Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this RFI, with appropriate documentation supporting claims of organizational and staff capability.
SPECIAL REQUIREMENTS:
- Certifications (if applicable) to safely store/use/detonate kinetic or explosive materials and electromagnetic energy
- Background checks of site staff (if required)
- Government Furnished Property plan (if required).
ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)
Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length in Times New Roman font of not less than 10-pitch. Early responses are highly encouraged. The deadline for response to this request is no later than 11:59 pm, CST, 8 June 2025. All responses under this RFI must be e-mailed to test-range@aal.mil .
This documentation must address at a minimum the following items:
- Please describe your site and location (e.g. open desert, underground, near XX city, etc.)
- How can your facility be accessed and scheduled/reserved?
- Can your range support electromagnetic and electronic warfare activities? If so, at what field strengths and frequencies?
- Can your range support kinetic/explosive payloads and detonations? If so, what limitations do you have (ex: payload type, size, destructive power, etc.)
- What materials can you safely store on-site? In what quantities?
- What approvals, licenses, and/or certifications do you possess to support work of this nature?
- Can your site support aerial vehicles? If so, up to what size, range, altitude, and speed?
- Can your site support ground vehicles? If so, up to what size, weight, and speed? Autonomous, piloted, or teleoperated?
- What instrumentation is available (or could be supported) for capturing test data (e.g. slow-motion video, EM sensors, pressure sensors, etc.)
- What is the cost to use the site?
PROPRIETARY DATA : Proprietary/confidential data is not sought or desired. If submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response. Respondents are responsible for adequately marking proprietary information contained in their response. If submissions contain information you believe should be withheld under FOIA on the grounds that they contain “trade secrets and commercial or financial information” [5 USC§552(b)(4)], the following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the respondent to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) [enter page number(s)].” Each individual item considered privileged or confidential under FOIA should be marked with the following notice: “The data or information is considered by the submitter to be confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.”
No phone calls will be accepted.
All questions must be submitted to the test range email address identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this RFI.
The Gov can’t commit to fully protecting anything anyone claims is proprietary because the Government is subject to FOIA and other disclosure requirements.
