Specifications include, but are not limited to: Task 1 – Planning Steps to be taken in conducting the initial planning steps of the hazard mitigation planning process include the following: Task 1a. – Organize the Planning Team • Draft a Project Overview outlining the mitigation planning process and a proposal for how the effort will be conducted • Solicit input from community leaders and key personnel in outlining responsibilities and tasks in the planning effort • Designate a Point of Contact from the community. • Form a Planning Team under the auspices of the City of Laredo Hazard Mitigation Plan to coordinate the effort. • Ensure that stakeholders and the public are actively involved in the planning process. Task 1b. – Review Extent of Known Hazards The consultant team will determine the extent to which specific hazards may affect the project area. The sources of hazards specific to the planning area to be addressed are likely to include wildfire, flood, dam/levee failure, drought, severe winter storm, wind, tornado, hail, and extreme heat. However, all hazards listed in the State of Texas Hazard Mitigation Plan are eligible for inclusion. Task 1c. – Conduct a Project Kick-off Workshop Once the Planning Team is confirmed, members will meet prior to the kick-off to discuss development of a contact list, hazards list for consideration, meeting dates and documents, and other pertinent information. To ensure maximum participation by local elected officials, planners, stakeholders and the public, City of Laredo will facilitate a Kick-off workshop. Invitees will include elected officials, key community leaders, neighboring community officials, members of the floodplain management office, Emergency Management Coordinators, Fire Department representatives, emergency management officials, and members from the private sector such as schools, hospitals, and businesses. The purpose of the Kick-off will be to discuss the proposed planning effort and to obtain an initial understanding of any concerns and issues regarding hazard mitigation, preparedness, and sustainable development. The initial workshop will be used to discuss the Hazard Mitigation Plan requirements, timetable, proposed strategy, public participation, and obtain feedback to help refine the process
