It is the intent of the City of Pearland to enter into an agreement with one or more bidders for the purchase of chemicals reagents, instrumentation, various materials, and laboratory supplies to be used for Water and Wastewater analysis in accordance with the specifications provided herein. General All deliveries shall be F.O.B Pearland and include delivery to the Engineering & Public Works Administration Building, 2016 Old Alvin Rd., Pearland, TX 77581 and the Surface Water Treatment Plant, 3720 County Rd. 48, Rosharon, TX 77583. Additional general requirements listed below: 1. All materials shall be made of no lead material and comply with ANSI/AWWA specifications. All products shall comply with ANSI/NSF-60 and ANSI/NSF-61. 2. Specifications may reference any manufacturer, catalog, brand name or model numbers. It is the intent of the City of Pearland to be descriptive, not restrictive, and to establish a desired quality level for supplied product or to meet a pre-established standard of quality. Offerors may offer items of equal quality and the burden of proof of such equality rests with them. The City of Pearland shall act as sole judge in determining quality and acceptability of products offered. 3. All delivery tickets shall have a City of Pearland purchase order number. Delivery of each line item specified on purchase order shall be complete in quantity before shipment to the City. Loose and different sized material shall be packaged separately and shrink wrapped. 4. Offeror shall deliver materials within the time frames stated in their bids. Delivery time shall be stated in number of calendar days. Three (3) instances of failure to deliver in a timely manner consistent with bid may result in termination of the contract. 5. Offerors submitting a bid on a manufacturer other than that stated, must supply manufacturers’ specification sheets on items offered. Failure to include specification sheets may result in being disqualified. 6. Orders shall be placed on an “as needed” basis. Offeror shall advise if there is a minimum dollar amount per order. 7. Fuel surcharges are not allowed. All delivery fees must be added into the unit prices on delivered items only.
