Specifications include, but are not limited to: The required services to be provided are management oversight and preparedness and response activities related to mass fatality management to include maintenance and deployment of Department of State Health Services (DSHS) mortuary supplies, equipment, and trailers. Contractor shall deploy Strike Teams (as stated in 7.1 (e)) when a mass fatality incident occurs in the state of Texas and provide mortuary technical assistance, response, and recovery operations as needed by the Department of State Health Services (DSHS) to support disaster operations. Contractor must be able to: a) Maintain inventory, storage and ensure rotation of mortality care supplies and equipment, see Exhibit H-Inventory List (hereinafter, the "Equipment") owned by System Agency and set aside for use in a public health emergency or disaster to support the needs of local jurisdictions. Equipment and deployment of four (4) DSHS-owned mortuary trailers that are each thirty-two (32) feet long will be released solely at the direction of System Agency. Contractor must also provide all necessary equipment required to safely deploy, tow and move the DSHS-owned mortuary trailers to locations authorized by DSHS. b) Deploy Equipment and Supplies, see Exhibit H-Inventory List, as requested by System Agency, for use in a public health emergency or disaster, at a minimum within 24-hours’ notice. c) Maintain proper and secure long-term storage for the equipment and supplies. The storage site must be able to accommodate and house all four (4) of the DSHS mortuary trailers that are each thirty-two (32) feet long in a covered, well-lit, and secured (locked) fenced in area. Storage can be climate controlled but is not necessary. Area should include lockable storage space for equipment such as body bags, and other individual equipment d) Ensure each trailer is in operationally safe and working condition and stored in a manner that protects it from environmental elements that may cause damage or deterioration over time. Provide regular and expected preventive and corrective maintenance on each trailer, in accordance with manufacturer maintenance requirement and as set forth by DSHS. Contractor should also refer to any typical manufacturer maintenance for these types of trailers. Maintenance activities will include but is not limited to going to deployed site locations where trailers are located, checking, and starting generators and checking tire pressure. At a minimum, each trailer should be checked for appropriate refrigeration temperatures each quarter either manually during a 24/7 duration or using a temperature monitoring system.
