The City of Del Rio (City) has contracted for solid waste collection, disposal, and landfill operations through multiple contracts with various contractors. The current contract is set to expire on January 31, 2026. To ensure clarity, transparency, and ease of evaluation, the City is issuing this Request for Proposal (RFP). The aim is to allocate risk appropriately between each party, simplify pricing for proposers, and streamline the evaluation process for the City. The RFP seeks Best Value proposals for the City’s consideration, selection, and award of a new contract. The services outlined in the contract are primarily divided into three key areas: 1) solid waste collection through the use of curbside carts and dumpsters, 2) single-stream recyclables collection, and 3) landfill operations and maintenance. The selected Contractor will be required to provide a Performance Bond and sufficient insurance. All necessary equipment, materials, labor, and management must be provided by the Contractor. The City of Del Rio will provide limited oversight and contract administration. Additionally, the Contractor must have its own facility within the City of Del Rio prior to start of work.
