Specifications include, but are not limited to: This solicitation is a Request for Proposal (RFP) to provide business analysis and business process improvement services in the area of diversity and monitoring of Disadvantaged Business Enterprises (DBE) and Historically Underutilized Businesses (HUB). The business analysis will focus on contracts for highway construction, maintenance contracts, building contracts, professional services, and other procurements. The services shall be performed in phases and shall include but are not limited to: 1.1. PHASE I: Analysis of Current Status- Analyzing the current Texas Department of Transportation’s (TxDOT’s) statewide DBE and HUB processes, identify business needs and recommend organizational and other core process improvements to improve DBE and HUB participation on TxDOT contracts. 1.2. PHASE II: Program Implementation Assistance - Assisting TxDOT in implementing process improvements and monitoring of participation at the prime, subcontractor and supplier levels.
