The City of Laredo is interested in platting the proposed road, including the tract of land for the Fire Station #16 and Police Station South Sector located at the Buenavista Sports Complex. 1. Surveys, Metes and Bounds, Preliminary design with proposed street connection to TxDOT right-of-way, deceleration and acceleration lanes as per TxDOT requirements along Loop 20, coordination meetings with TxDOT, provide driveways to the two City lots: Lot 1: Police Station South Sector and Lot 2: Fire Station Number 16, sidewalks, water distribution and sanitary sewer collection systems, off site utility including easements, if any, fencing, coordinate with dry utility companies, storm water collection and detention systems, manage post-development stormwater discharge to an identified wetland area, in compliance with all applicable federal, state, and local regulations. The selected consultant will be responsible for environmental assessment, hydrologic/hydraulic analysis, water quality evaluation, permitting coordination, and the design of stormwater best management practices (BMPs) to ensure the protection of wetland functions and water quality. Conduct a Jurisdictional Determination (JD) in coordination with the USACE. Identify applicable permits (e.g., Section 404, Section 401 Water Quality Certification, TCEQ/TPDES). Coordinate with TCEQ, USACE, and other agencies as necessary. Document regulatory requirements and timelines.
