Specifications include, but are not limited to: Concho Valley Council of Governments (CVCOG) is soliciting proposals from qualified and experienced firms or individual contractors for a Request for Proposal (RFP) to provide broadband initiative implementation services to allow for affordable broadband high-speed internet access for residents and businesses throughout the Concho Valley. The service region for the Concho Valley includes the City of San Angelo, TX and the following Counties: Coke, Concho, Crockett, Irion, Kimble, Mason, McCulloch, Menard, Reagan, Schleicher, Sterling, Sutton, and Tom Green. Concho Valley Council of Governments considers a modern broadband infrastructure to be a critical component of a competitive region and wishes to ensure that the Concho Valley is well-positioned to meet the current and future needs of its residents, businesses, and other institutions. • Assist with work through our local County/City Officials in each county/city to identify Local Broadband Initiative teams to include, but not limited to, Internet Service Providers (ISP’s), utility providers, anchor tenants, Chamber or Economic Development Corporation representatives, and other local leaders to develop a strategic plan. • Assist with collecting non-disclosure agreements with associated utilities – ISPs, power utility, ILECs, municipalities, counties and others - in order to gather information on existing and nearterm Critical Infrastructure and services and plans for each county. • Organize, integrate, and document individual projects and develop Rough Order of Magnitude (ROM) budgets. Contractor should have internal GIS team to work with COG GIS team.
